Ecommerce Development Needed

Hello:-) I do indeed realize that the people reading this do this for a living and have no problem compensating professionals who take pride in their work and knowledge. I am well versed in the basics and exactly what it takes to get things done, I am not a coder or designer, I am a salesman and have spent far too many hours doing things that you are good at, not I.
I am looking to hire a company/individual for long-term development to keep all projects up to date with changing trends and guidelines. I would certainly prefer a developer with knowledge of not only Concrete5, but eCommerce solutions and PHP MySql.
I have built an online ordering engine for restaurants in OpenCart and have built sites in Concrete without that functionality. A rough copy of the ordering engine can be seen here:http://www.mytogo.co/Demo_Pizza/...
Please feel free to create an account, place an order for some pizzas with toppings, stuffed subs with options, etc. You should have a good idea of what i am looking for and need. There have been minor modifications made but this should give you the general idea.
I LOVE Concrete5 and would like to have someone incorporate the modules/functionality i need for Concrete5. I am also working with another company for apps(Android, iPhone, Blackberry) that will coincide and automatically update with the engine and would rather hire one developer for everything, however, I am certainly willing to talk to experts in the fields need for the development explained below. The list of requirements is extensive but to sum things up I need the following:
*VERY IMPORTANT*
EVERYTHING THAT GETS DEVELOPED HERE MUST HAVE (2) TWO SPECIFIC TEMPLATES(mobile and tablet/pc) (HTML5) AND (3)STYLESHEETS (CSS3)TO BE COMPATIBLE, FAST LOADING, HIGHLY FUNCTIONAL AND AWESOME LOOKING WITH ALL DEVICES!

I have domain with each individual restaurant's ordering engine set up in different directories(www.mysite.com/Restaurant_1/Restaurant_2/Restaurant_3/. The app we are going to develop will have ALL customer information, payment preferences and information and these customers must be able to use their "Our App ID/Master Site ID" to order from any restaurant in the database. The sites need to have the same functionality.
- category and product capabilities similar to OpenCart/eCommerce installations
- extensive options, with GLOBAL capabilities that will update all products with specific options defined in the admin panel, variable pricing based on selections for size, toppings, toppings on right half pizza, toppings on right half pizza, toppings on whole pizza, customizations, minimums, maximums, set values, mandatory/optional, etc.
- back end account management with MailChimp integrated, customer profiles, sales reports, user accounts with permissions, coupon capabilities, etc.
- member account management with the ability to review order history, update account preferences and details, reorder past placed orders("My Favorite Orders")
- Built in payment solution(I will find it) with customer payment preferences saved, INCLUDING a credit card for express checkout
- speaking of express checkout, checkout should be a painless, one page process for returning customers and guests.
- speaking of guests, a great deal of restaurants that will use this service are in tourist areas where they will be staying at a hotel, marina, nursing home, vacation rental, etc. That being said we need a guest checkout option so that people staying in these units have the option to choose their location, unit number, enter a current contact phone number, and simply checkout with PayPal, internally billed credit card or cash/check if available as an option at this particular restaurant
- delivery/pickup options based on geographical location of delivery address with different prices for different zones, as well as, the time the order is to be prepared(i.e. "When would you like your order:) With a time and date picker based on operating hours set in the admin panel.
- ability to add gratuities in either percentage or dollar amount that will be added to the total price of the order.
- different product templates for food/merchandise with the food geared for efficiency and the products geared for more traditional eCommerce products with images and a different layout.
- global assets directory containing images/icons/docs that are used in multiple sites that will be accessible from the admin panel, in other words, if i need an icon that is 16x16 for a module heading I can choose from an asset directory that will re-size the icon to fit the appropriate template.
