Event Registration System with Managment

I'm not sure how best to describe my needs as I don't fully know all of my requirements for my website rebuild yet but for now, in a broad stroke, I need an event (LAN Party) registration system with back-end registration management for check-in to the events.
I've been using Concrete5 for years and I even built an add-on years back but so much has changed and my time now compared to then is very limited and given the scope of changes that have come to v7+ I'm lost...
The way my system works right now is a user fills out a registration form, chooses an event package (different price levels per package), chooses a seat to claim on the seating chart (which is a semi-accurate representation of the room layout), chooses to purchase an event t-shirt or other merchandise and then submits the form and is redirected to PayPal for payment (which currently requires manual validation of payment and marking the user as paid so they show up on the website)
This is how I would like the new website to work.
1) A user signs up for an account on the website and along with the standard information at sign up they input some extra details into their account which we can use later for future event registrations.
2) Once the user has signed up on the website they can go to specific events and register a seat and package for that event which associates them to that event->seat->package.
A note on seating assets: One thing that may be desired would be that seats are able to be reserved on a time-chunk basis, for instance... The event runs Friday Noon until Sunday at 6PM and a user can choose 18 hour chunks. So if a user chooses Saturday 6AM to Sunday 6PM the seat would still be shown as available Friday Noon until Saturday at 5:59AM.
3) The user will be directed to PayPal to pay for the event and any add-on items they choose during registration for the event (event package, event shirts, etc.) and then through PayPal IPN the registration is either put into pending status that a user can then go back to and pay for their registration at a later time or if the payment is made the registration will be approved and the user will show up on the public seating chart.
I would like the system to allow for a user to change the seat or upgrade to a higher package if they only choose a base seat package at initial registration. I would also like to support multiple events at the same time and allow for one user to register for multiple events.
It would require a form to register, a public seating chart, a back end management interface, and emailing of registration details and possibly generated tickets for printing and check-in processing with QR or Bar codes.
There may be other needs but at this time this is a rough overview.
If I can find someone who is suitable for this job and we can get a rough idea on cost established I will work with them to show them how the current system functions and then move forward.
We are in the process of incorporating as a non-profit to donate the proceeds from our events to charity. That said, we don't have much in the way of funds so please keep that in mind before bidding.
