Excel CSV to XML for core-commerce Import

Hi Everyone,
I have the need for a way to take files saved in CSV format from M$ Excel and then convert them into proper XML to dump directly into the core-commerce Import add-on. I know some are already using scripts to accomplish this.
I don't have time to re-invent the wheel right now and although my budget is slim I am looking for options.
Having something built directly into Concrete5 Importer would be the best. Anything web based I can host on my server would be second. And third would be anything cross-platform and desktop based.
I'm open to any viable solutions on how to accomplish this. Thanks!
