Extend functionality of ecommerce to allow user pay a percentage as a deposit

I have a client who owns an airport transfer & taxi business.
He wants me to build a site for him that allows users to choose a pickup point - airport or town center (product in ecommerce, base price set to zero) and choose a drop-off point from a list of other locations (modifiers set with price for trip).
Ideally he wants to give people who don't want to pay in full, the option to pay a 25% deposit to book the trip. The percentage will need to be calculated based on the modified price.
Is this even do-able with core commerce?

If the idea is to pay a 25% deposit online and pay the rest cash, why don't you try to just set a discount of 75% on the full price in the e-commerce add-on? It might just do the trick.
