Extending Dealer Locator Functionality

Hello C5 Universe:
We're updating an existing website and migrating the CMS to Concrete5.
We have a need for multiple database search + display that is easy for our client to maintain. As a starting point, we're thinking that the add-on would be similar to the Concrete5 penned Dealer Locator.
The add-on should have the ability to have multiple discrete data points on the back-end of the site. Ultimately, we'd like to import different CSV files and keep them discreet on the back-end so that the client will be able log-in and manage only specific sections only.
