Notifications: More than the default

Hello,
I'm looking to get some expansion on the notifications on my club website. Some of the notifications I'd like to have are:
- New blog posts - each time a blog is added, I'd like a notification to be sent out to all registered members
- Discussion block - each time someone response to another person, I'd like them to be notified (right now, I'm utilizing the "subscribe to conversation" but it's natural to want someone notified if they reply directly)
- Page List Notification - If a page list is updated, I'd like a notification to be sent out (for example, I have a forum that's utilizing the page list, when a new one is added, I'd like that to be notified).
Ideally, I'd want a "Notifications" tab in the member login that will have these ON by default with the ability for them to be turned off.
Thoughts?
Note: If you're interested, please provide some initial thoughts on how this would be accomplished. (I tend to get a lot of replies that aren't detailed enough to start a conversation).

So, there were many considerations on this. After some research, it seems like using OneSignal.com to handle notifications is a good idea.
This, however, didn't fully solve everything. Notifications from a browser is limited (safari won't deliver notifications via iOS).
Then, I thought about sending email notifications. This, could be good, but emails don't recieve the engagement of app notifications (like, FB, for example).
So, I decided to have an app created that pulls in my responsive website and implement notifications that way. Now, I won't be limited to the browser. It's currently in development and I'm hoping to find success with this route).

Is there a way to just have email notifications?
I'm sure there are developers in the C5 community that can do it. It would be nice to see some high level blog expansion in C5 (there may be on the horizon, but i haven't looked at the current roadmap from the team).
