Postcode search and payments

Hi I'm looking for some help with a project I've been asked to quote for. I'm going to handle the design and set up of the site theme but I need some help with additional functionality using postcode searching and payments.

I've placed the brief below. If you feel you can help me please let me know and how you'd plan to implement what the client needs with an idea of pricing. Also some examples of similar work would be helpful

What it is

Dial-a-Pile is a UK-based ironing service, which serves the entire nation.

How the business model will work

D.A.P is a web-based ironing service, whereby people who have piles of ironing and don't have heaps of time to do it, will visit, put in their postcode & number of items, and in return they will receive a cost & collection time.

The user will need to register details 1) name 2) address 3) telephone number) 4) email address and 5) best time for collection – they will also have to choose a preferred way of communication (telephone, email or SMS)

The Dial-a-Pile ironers will sign up to be a representative, part of the D.A.P team. They will be invited to buy dial-a-pile items, such as ironing boards, ironing board covers, scented ironing water. They must purchase a 'Dial a pile' t-shirt, and wear it when they do their collections and deliveries.They will also have to buy their coat hangers, plastic clothes covers from us, as well as passing a 'IQ' test, which stands for 'ironing quality. This will be an online test, which is completed on the 'join the team' page.

No money passes hands, instead, the customer will make a payment upon booking the collection and ironing service. This payment will be made online.

The Dial-a-Pile representative will receive the payment for their work within 48 hours, into their bank account – they will need to enter their bank details when they register as a dial-a-pile representative.

How Dial-a-Pile makes money

We'll take 25% of all earnings, as well as the margin on the dial-a-pile merchandise. The more merchandise they buy, the higher up they will appear in the rankings for bookings. We'll spin this to sat 'the more merchandise you buy, the better standard of service you're offering.

Legal etc

The people that sign up to be a Dial-a-Pile representative (ironers), will have to sign T&Cs to say they are responsible for paying their own tax etc – that is nothing to do with us. They will also sign an agreement to say 'if they damage any items, they will be held responsible and must recover the amount of money lost direct to the customer.
