Rework a site to be fully responsive

I have been building a new site for the charity I work for but wish to now rework it to be fully responsive. I simply don't have the time and would like to contract out the job to an experienced C5/CSS3 coder.
The site was originally based on Dot Awesome Cool but has been extensively modified.

I'd be interested in this project but what exactly would the scope of the work be? Would you provide a design for the responsive version and The contractor would have to write the code behind it? Or would the contractor have to make the decisions concerning the look and feel of the responsive design (elements that will not appear, order of elements...)?
