Speed up site & optimize image loading

Hi guys,
I have a website athttp://tgt.nolabelweb.com
The site has been built & rebuilt and modified many times. As a result it is very slow. VERY slow.
I am willing to pay generously but reasonably for anyone who can fix this. $25/hour minimum.
It should not take more than 3-4 hours for a knowledgable person either way. Will pay in PayPal immediately after completion. Can make downpayment too...
