Support needed to help make changes to a website. (UK based)

We are looking for a Concrete5 developer (UK based) to make some changes to a clients website.
The changes required are as follows:
Change to logo on all pages of website to our newer version
Ensure that documents featured on our members only page are locked to view from non-members searching by similar document names on Google.
We would like to have all short URLs for each webpage
Website cookies: need to understand what types of cookies the website uses and what we need to add to the website to comply with the law of informing users of cookie usage.
Please can you advise on the support time this would require and the costing of this, or give me some quick tips on if and how we can sort these problems ourselves.
