Website Manager With An Eye For Design & Presentation

We have a great magazine with a mediocre website.
Our desire is to find someone who can fill the role of uploading and managing content, not just as a data entry robot, but someone who can take a measure of ownership over the design and presentation of the site. Resources will be provided (we have programmers in-house, and some budget) to help you achieve your vision.
Given the nature of this assignment we are seeking an individual for this role, not a larger company. If you have an awesome agency of 50+ talented people that's fantastic - but probably not a good fit. We want one person who can put some attention and passion into the project.
Duties include:
- Posting magazine articles to the site
- Ensuring content has the best presentation for readability and appeal
- Managing existing website content for better access to the thousands of articles already posted
- Ability to balance design with big picture planning that includes site optimization and speed / performance
- Awareness of how the Responsive Design will appear on different devices
Requirements:
- A mind for design and presentation: We have programmers who can execute your vision, but you must be able to create it and communicate it
- A hands-on, real world, actual history using Concrete5 (preferably C5.7+)
- We strongly feel that a North American candidate would be best, but we are also very willing to consider UK applicants and others who share our love for the Queen's English. However, we (based in Toronto) don't want to be too out of sync due to timezone differences (no more than 6 hours off from Eastern time in either direction)
By nature of the position the workload will vary. The magazine publishes bi-monthly, so every two months you'll have a pile of articles to post. In the interim you can devote some time to site improvements.
