Edit bar disappearing

I have a user that gets signed out repeatedly whenever she is trying to log onto the site. The edit bar disappears and I have traced it to the file /tools/required/page_controls_menu_js which fails to get permissions correctly and sets the menu html to an empty string. I have discovered that the cookie CONCRETE5 is changing on each page refresh as well. This issue happens across browsers but does not happen on my personal machine. Any help is appreciated.
Is the person who is having this trouble using a mobile internet connection? When a user's IP address changes their session is terminated also, which would change the cookie and log the user out (causing the edit bar to disappear).
Her internet connection is not changing as far as I can tell. She is on a Windows 10 desktop
