Email to download fdiles

I am trying to create a form that requires user sign up before selected files in a form can be downloaded. Similar to Email before Download plugin in Wordpress.

I am using the legacy version of C5. Any add-on that can do this?
Or (non-Wordpress) documentation I can follow?
