Adding a Top header?

I am using the plain yogurt theme.
But I run 3 websites under the same business. I am presently building site 1.
I wish to create a banner at the VERY top of the page, more or less 3 buttons. for the websites.
But I can not seem to add anything up that high.
How can I add a new box?
