Changing the themes/core/dashboard.php file

If I wanted to customize the admin toobar and change the themes/core/dashboard.php file should I copy the /core directory into my own themes directory to ensure it doesn't get overwritten? Or should I not do that with the themes directory. I noticed it works.. but now I have a blank theme ready to install in my dashboard.. so I'm assuming that's probably not the way I should be doing this.
