CSS changes to the theme are not applied to pages

My cache is disabled and I've cleared it, but CSS changes to the Plain Yogurt theme are not applied to pages. The changes only are visible in the preview available in Themes->Customize->Add your CSS.

I've seen a few references to making direct edits to pages, but I can't find any guidance on how to open a page in an editor, or what editor is available. Any guidance you could provide would be much appreciated.

Sometimes the browser caches the CSS file. You should restart the browser and see if that helps.

I tried changing the background color with all caching off and it was only visible after I refreshed the CSS file itself (not the page, but looking at source, clicking link to go to CSS file, then refreshing that).

also if you are viewing in Google Chrome hold down shift and hit refresh until it changes. Chrome holds on to cache super tight :)
