Hy, I add a html code in index.php, where I can add my CSS code for this page ? I mean where can add the css code to have efect for code from index.php

I don't believe you should be adding any additional code to index.php.

I recommend reviewing the documentation on theme building.

This code is for a top bar, where I can add this code to be displayed to all pages ?
