customisation of theme elemental not saving

All I'm trying to do is change the font colours and the fonts that came with elemental. I haven't installed any new fonts and have made no custom css changes everything remains the same as when I first installed this site. For some reason it will not accept any new colour I choose nor font other than what came pre installed even though I clicked apply to entire site.
Its usually a cache issue, have you tried clearing cache in site and history in browser.
yes I have that was the first thing I thought of, I wonder if it would make a difference if I would turn off the optimisation for site development,
I've figured it out, the default setting access is set to administrator but who is administrator the system doesn't know this most important information so I changed it all to point to me and presto it works! Isn't it strange how it's always something so simple yet we always look in the areas that is most complicated and end up in frustration.
