DASHBOARD - No option to select a mobile theme

Hi I have built a few sites now and the one that I'm currently working on doesn't have the option in the dashboard theme page, to select an alternative theme for mobile, in a different site I can select from a pull down menu to use my currently active site or an alternative one and still maintain the original one as active for regular home computer viewing.

Any thoughts?
