Does releasing a license (for a theme) from a site disable the site?

I have a site that I'm moving to a different server and I wanted to rebuild it instead of just moving it. I need to leave the old site up while I rebuild the new one. Does anyone know if I release the license from the first site and add it to my second site, will that cause the first site to tank?
