EDIT bar is gone away

Hello Community,
i have following issue :
The Edit bar is only white an there are missing the edit Button and so on.
You can see it at the attached image file.
What i have done:
Look up the footer and hadder in both are the codes included so it should work.
Some one here with the same issue ?
