Display RSS in footer on all new pages

I created three editable areas in the footer. The content is only displaying the content (as designed) on the home or index.php page where I have edited the block. Is there a way to post content from an RSS block so that it will show up in the footer block on all new pages without using a hardcoded RSS2HTML or similar script?
