I don't get theme variables

I don't understand, so is there not a way for theme developers to add a new section to the dashboard to let people set options for their theme? The only thing I can find is something about adding comments to the theme CSS file to let people change colors... How would a theme developer add dashboard options to let people change other aspects of their theme?
