My Theme Modifications don't work on mobile browsers

I have made some major modifications to my theme on my concrete site.

Essentially, I took the HTML5 boiler theme and attempted to mod it.
Now, whenever I view it on android browsers (firefox on phone as well) the CSS won't display.
I don't know what to do.
