It's buildable but building from scratch would cost, plus there are copyright issues if the design is purpose built for the company using it. Your best and most cost effective bet might be to contact the site owner and ask if the theme is one that's commercially available. If it's not, you'll have to trawl the web for a similar theme, or commission someone to build it or build it yourself if you can.
thats what I was first thinking, but thought I would ask. I realy would just like to duplicate a content block with the title of the block shown like the one on the site.
Its a Wordpress theme called "Photoshot" its available from theme forest, so you can get the theme no problem, you will just need someone to convert it for you.

On today's Totally Random it was announced that Theme Forest are now supporting C5 themes. So maybe you can get them to convert it for you.
