Removing only one of the header line?

is it possible to remove only the top line? see attachment

Not sure what theme you're using, but if its the default, I think line 33 in the main CSS folder calls for the horizontal divider image.
#page .divider{padding-top: 12px; background: url(images/nav_horizontal_divider.gif) no-repeat top; overflow:hidden; height:1px; clear:both; width:100%; }

Try deleting or modifying that line and refreshing cache

sorry i forget to mention, its dark chocolate. I try to modify it but all I can do is remove both line ( top and bottom) any idea only to remove the top?

That line creates a divider (top and bottom). A quick but dirty fix without figuring out how to rewrite the line would be to delete the line, then just add a Horizontal Ruler in the editor for your site_name folder of the global scrapbook or in a new header block below the site name and see if it works out ;)
Not much help... but hopefully gets you by
