Running Jobs/Packages Switching Themes

Am I able to run jobs/install packages when I switch themes?
I ask because if I have themes with specific block themes for content areas for the site theme and I want to be able to automagically switch a site wide theme and reset the block themes to the correct block theme when a site wide theme is activated. Hopefully that makes sense.
