Cant submit to market

Today I got an error and I cant submit to market;
says

Forbidden
You don't have permission to access /marketplace/manage_item/-/add/ on this server.
These are likely a result of some additional security measures we've implemented on the server. We will resolve these soon and post back when it should be working.
new error shows up now when trying to upload a theme to 5.6 market.
even I put a 600x560 jpeg still gives that error :/
Invalid theme thumbnail. Your theme thumbnail must be a JPEG image 600x560 in dimensions.
