No, but there is a block included with Concrete5 called discussion that can help you build a simple forum.

Its purpose is to present conversations in a hierarchical order and to allow users to add to the conversation so pretty much like a forum thread.

You would have to organize your pages and allow registered users to add new pages of a certain type to start new threads. It would require a little coding but something simple could be achieved without too much time or effort.
