5.62 upgrade can not add or edit block for a stack

Upgraded to 5.62 and now can not edit or add blocks within stacks.
Anybody have an idea? This is in addition to a loss in speed.
This is what I get:

Followed the trail that indicated I had HTML5 add-on in the package file when I did not. Apparently removed it some time ago from the file directly. Still showed in the licensed add on and could not edit to remove. Had to manually put the add-on back in the file and then could edit and remove. Funny how this did not show up as a problem in 5.5. Oh well.
