8.4.2 Save and Cancel buttons missing in CKEditor

I upgraded to 8.4.2 yesterday - a manual upgrade - and all appeared to have gone fine. Today I found that the CKEditor had lost its Save and Cancel buttons, indeed it won't come up when I click to edit a block until I click again within the text.
Thinking there must be something wrong with the install I re-installed by uploading a fresh concrete file and deleting yesterdays, but still I have the problem with CKEditor.
I have tried tricks that worked before with this - clearing all the functions, saving, clearing the cache and starting again, and clearing my own cache, but still I get this problem. Has anyone any suggestions? Has anyone else had this issue?

Updated to 8.4.2 today and am having the same issue. Any help would be greatly appreciated.
I have the same issue. After editing any page using "Editor Content" it won't save or make any changes even if I click the save button. Help, please...

Did you get any solution to this problem? My save and cancel buttons just suddenly disappeared.
It has been a little while, but I seem to remember turning them off and back on in the dashboard.
