Access denied error message

Hi,
My website is acting weird and I am unable to edit anything of the blocks. The error 'Access Denied' is coming up everytime I try to create/edit a block.
Help as this has now stalled my progress.
Would it be possible to create a new project and this will go away?

That error is often easily solved by a simple refresh of your page.

This problem only appears to happening in IE. I can edit on Google Chrome. Is there anything I can do to fix this?

Sorry, I honestly wouldn't know. I don't ever use any Microsoft products...
