I have an installation of Concrete5 where users have been setup and Permissions have been granted to allow users to edit certain pages of the site. I have updated sitewide permissions, page/section level permissions and block permissions. However, when these users are logged in they cannot edit blocks within the Global Area nor can they add new blocks.

Additionally, there are times when the user can add a block to the global area but the changes aren't viewable when the user publishes the page. Admins cannot edit/remove these blocks when they log in either.

I'm not sure where to look to debug this issue at this point since all permissions seem to be setup correctly.
