Add Blocks Only Has One Choice in Version 8.3

The installed block types are not showing up as options when trying to add content to a page. Only choice available is Legacy Form. Version 8.3 / Out of the box Elemental Theme. No changes made after install. When I go to Stacks and Blocks all the normal block types show as installed. Navigate to a page and try to add content, only Legacy Forms (Other) shows up.

Host was running PHP 7.2. Changed the PHP version back to 7.1 Edge and the block types now show up and are available to add to a page. Problem solved.
