Add new user - am I going mad?

Please help me before I go nuts!!
It must be a glaringly obvious mistake that I am making, but I simply cannot see how to add, manage, create new users or groups??
I go to my dashboard, click on - 'Users and Groups' - but there is only the 5 info blocks (Site Activity, stats, help, latest news & notes).
There is nowhere for me to 'add new user' or anything similar?
Please please help.
