Adding Funcionality

I have recently started having a new problem could anybody help, when trying to add a funcionality I am unable to scroll down to cancel or add options at the bottom of screen. This has only recently started happening mainly on advertisement funcionality and others with a lot of wording in area. Am I missing something easy or is it me doing something wrong. Any help pleeeease ?
