Admin Header/editable boxes not showing, sluggish performance

I watched the video, read the tutorials and I'm not new to web design, I am however novice in PHP.
I got C5 to install after editing my php.ini to point session store to /tmp and although it kept complaining htmldiff.py isn't CHMOD 755 (it was) and PHP is in safe mode (it isn't accroding to php.ini), it still installed.
Now the performance is far suboptimal but at least it's in and I was able to install my theme, but the admin header doesn't show nor do the editable boxes I defined.
HTML and phpinfo printout are attached.
I graciously thank you in advance for your help, let me know I can help with any more info. Host is iPage.
