Admin User disabled. is this normal?

Hello all,

I have just attempted to log in as the super user account and cannot. The account has been disabled. Here is the message received upon login:

This user account is disabled.
Either your account has not been used in a very long time or the specified number of failed log in attempts has occurred. Your account has been disabled in order to maintain security on the site. To re-enable this account please contact us. Thanks.

When I attempt to reactivate that account from the dashboard I get the following error:

No users are eligible for this operation

It looks like I will need to go into the database to reactivate the account. My question is, is it normal for the admin account to get logged out based on time delay, and if so, is it normal to be unable to reactivate the account from the dashboard? I can't imagine it is a feature to require users to dig into their SQL code if accounts are disabled (well, this partcular one anyway).

On failed login, no-one is exempt.

Can you use the reset password -> email link?
