Advanced Permissions - how to approve older page versions?

How do I allow a editor (who has most permissions but not full admin permissions) to roll back to an earlier page version? I can't figure out how to set the permissions.
Currently if I log in as an Editor and view Versions the 'approve' option for older versions appears greyed out.

Running the latest version of 5.7

I'm now not sure it's a permissions thing. I think Versioning is just acting a bit weird and buggy (Chrome, for what it's worth but I think not dependent on browser).

If I go to a page and click the gear icon, then Versions, I get a list of versions.

If I don't click any of the checkboxes, but click on the arrow button to the right of a version, then Approve is greyed out.

If I now go back and click any checkbox, Approve is still always greyed out.

If I now click on Versions to hide the versions menu, the Approve/Duplicate/New Page overlay stays floating on top like a weird artefact. It is very odd. Anyone else have similar issues?
