Advanced permissions inheritance in 5.6 for blocks

I'm having trouble with inheritance on block level. I'm trying to limit an 'Editors' groups to not have access to the 'Layout' and 'Design' sections. Screenshots attached of the permission on the block, it says it's inheriting from the page permissions but I can't see anywhere globally where they have been allowed this, there doesn't seem to be an option at Page level just a general edit content one.
