Advanced permissions

I have advanced permissions set on a site and the client is wanting to move blocks around and she can't. I'm wondering what I need to change in advanced permissions in order for her to be able to move the blocks. Right now she is set to read, write, and approve everything.

Attached are snapshots of my permissions that are set. The User Group is "Content'
