Album With No Images Not Showing Up

Dear Guys,
its really really important one for me
whenver i create a new fileset, inserts images in it,its name and thumbnail of first image is shown in d file manager.but, whenever i create a new fileset with no images in it, then, it dsnt even shows in file manager,not even its name
Pls smone suggest smthing

I would like to tell you that i m sort of a newbie in concrete. Now, wat u r suggesting is absolutely what the logical flow should be.But, the problem is that my site has a different flow: first, a new fileset is created on another page,then, u fill images in it and then, it will be displayed in the respective area.now,i have made an adjustment that user have to fill images in the fileset before going back.but, in case, if the user creates a new fileset n intentionally or unintentionally closes the page before inserting the images(fileset has been created already),then, the it shows a blank box in place of the fileset name and a thumbnail.
And, i have to go with this flow only, as required by me.

1. Upload your images first (as a batch)
2. Upon completion you can choose to create a new fileset.
3. Give your new fileset a name and your images and fileset will appear in the file manager.
That seems to be the natural order of doing it. Creating a set that has nothing in it will only show you nothing! If it's empty, then there is nothing to show or see.
