disallow creating new file sets during upload dialog

Is there a way to disallow a group/users to create new file sets after uploading (that "Add to New Set" field is disabled)?
In other words: It is possible to set permissions for "Delete File","Add File", "Delete File Set" but not for "Add File Set" (see attached image). Should this not be a basic function as well?
