'Edit Mode' of a block in a webpage (Internet Explorer 8 - Win Vista Premium)

When I'm in edit mode of a webpage, a simple click on a block doesn't work to edit it, neither a double click.
I have to do a TRIPLE click on a block, then an icon of an arrow appear, I click on this arrow and then the menu options (Edit/Copy to scrapbook/Move/Delete/Set Custom Template) show up!
It seems that it doesn't work properly in this browser on Windows Vista Premium.
Should I summit it in the Bugs section?
