"design" css doesn't work

I have just installed C5 and I can't position or move around my blocks, when I click design and then css and enter any css line it doesn't work.
It loads but no changes takes place, and I have tried for hours to find an fix.
It worked when I started but then I wanted to save my changes and no changes where saved and no no CSS code works.
Can anyone help?

why are you trying to use css to move? in edit mode there is a move function- click on it and then just drag. once you're done save positioning and then publish changes.
yeah the design drop down is very much limited by what the templates define in the outter areas..
The move functions doesn't work, when I try to move one block the block comes back to its positions.
How to modify the outter areas of an template, I want to move the whole block but I can't, not even on the default templates.
Also I can't to make the block larger small too.
How to set up the blocks position under the hood?

My blocks don't move either. They just stay fixed in move mode.
