Another user is currently editing this page

On a client site (that only he and I have access to edit) he keeps getting erroneous "another user is currently editing this page" messages when trying to go into Edit Mode.
I just ran through the Pages table of the database and checked all the cIsCheckedOut values: all 0. Then I tried to put a page into Edit Mode and got the "another user" message. I can see the blocks outlined in dashed red lines but the Edit Page button is now grayed out. It seems to resolve if I simply reload the page, but it's annoying to have to do this. Here comes the b-word: seems like a bug.

No, not using APC, but am using FastCGI on Bluehost.
Your comment helped me remember I did some wacky stuff on this site to try to overcome horrible (lack of) speed issues. Since it turned out the major speed drainer was loading a Twitter feed through PHP I've been slowly removing some of the "improvements" I instituted.
I had a flush(); command just after the </head> tag. Just commented that out and wasn't able to get the "another user" message. It's an intermittent issue so it might just not have popped up, but I'm hopeful!

Alas, the problem has returned. Still open to any feedback or ideas on this.

Disable and clear your cache before you start editing your site. This should prevent this from happening.
Re-enable your cache when finished.
