Apostrophes BREAK EVERYTHING!

EDIT: Mystifying errors abound, I'm restoring from last night's backup. I've never seen so many strange and inexplicable errors in Concrete5! I really hope I don't have to do a clean install and try to rebuild this site! :(

Hello all,

I've been working on a Concrete5 site (v5.6.32) for about 1.5 weeks straight now. I got most of the site structure and functionality in place and started adding text and content. Everything has operated flawlessly! Now today I login and I can't seem to Save/Submit/Approve ANY content that contains an apostrophe in italicized font. Doing so always results in the following error:

Forbidden You don't have permission to access /index.php on this server. Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

What's weirder yet is that blocks that I worked on yesterday that already have apostrophes present, are fine. I can even edit and save those blocks without issue. But as soon as I type a NEW apostrophe anywhere, ERROR! It's almost as though the WYSIWYG editor is suddenly inserting the wrong character code. I've tried looking at the block in HTML view, and there is absolutely nothing unusual about it at all.

Is mod_security enabled on the server? that can cause all sorts of issues if not configured correctly.
