backup permission

I try to give a new user/group permission to backup/restore but I can't get it working. I tried advanced permissions and I used the sitemap to assign the permissions. everything works except the backup/restore function gives a permission error.
any idea/help?

System Settings > Permissions and Access > Task Permissions.

Make sure "Perform Full Database Backups" is checked for the desired user/group.
