Block group from adding one specific group to new users?

Is there a way to allow a group to only add users to it's own group?
I have one group called Super Admin with all permissions and I want a second group who can create users and add users to groups as long as it is not the Super Admin group.
It would be ok if they cannot create new groups, and only where able to add users to their own group.
Is this possible?
