Block permission update does not dirty the page

If you edit a page and change permissions on a block and make no other changes, the page is not marked as dirty and the "Preview" and "Publish" buttons are not visible on the Editing panel.
You must click the Exit Edit Mode button and then notice that you must manually approve the update.
